This article is Amerocentric. If you are not American, then there is no need to set this up. However, if your board is based in the United States, and you allow children under 13 to join, you must set up COPPA. COPPA stands for the Children's Online Privacy Protection Act, and it mandates that you disclose to parents what information you are collecting from their (under 13 year old) children.

To enable COPPA in phpBB, go to your ACP > General > Enable COPPA

There will be boxes where you should add an email to allow parents to contact you as well as other important pieces of information.

However, users who fall under COPPA will be placed into Registered COPPA Users instead of the Registered users group. Therefore, when setting it up, you must make sure that the group has much of the same permissions as the RU group, or they will not be able to use the forum.
